调用 TemporaryUpgradeEipAddress 接口，临时提升包年包月公网IP的带宽上限。

使用说明

仅包年包月公网IP支持临时升配。

临时升配仅支持升配（提高带宽上限）。

处于临时升配中的公网IP不支持退订和计费转换。

临时升配的还原时间需要在到期时间之前，临时升配的最短升配时长为1小时，最长升配时长为30天，升配时长的最小粒度为1小时。

400	InvalidEip.InvalidStatus	The specified elastic ip is not in the correct status for the request. The specified elastic ip is in freeze.
400	InvalidEip.NotSupported	The specified elastic IP does not support temporary upgrade.
400	InvalidPeriod.Malformed	The specified period is malformed. The temporary upgrade period cannot be less than 1 hour and cannot exceed one month or expiration time.
400	LimitExceeded.BandwidthPerEip	You've reached the limit on the bandwidth of elastic ip that you can create.
400	UnsupportedOperation	The request on the specified instance is denied due to the account balance and available vouchers are less than 100 yuan in total.
400	OrderError	Failed to create an order in one step.	创建订单并支付失败。
400	PreOrderError	Failed to create pre order.	创建配置单失败。
