ModifyVpcEndpointConnections - 修改终端节点连接限速

调用ModifyVpcEndpointConnections接口，修改终端节点连接的限速值。

Bps Integer 可选示例值：1000

终端节点连接的带宽上限，取值范围为100～20000，单位为Mbps。
