批量更新指定告警 ID 或筛选条件命中的告警处理状态。Type 必填；HandleMethod 应传 1、2、6、7 或 10，未传时为 0 并因不是有效处理方式而失败；CustomTagList 仅在 HandleMethod=10 时使用，不传则自定义标签为空。
