DisableRootInstance - Disabling a private root CA instance

Call this API to disable a specified private root CA (hereinafter referred to as "root CA") instance.

Instructions

A root CA is the starting point of an internal enterprise trust chain. After a root CA is deactivated, the trust chain built upon it will not function properly, meaning that sub CA certificates and private certificates will no longer be trusted.

Once a root CA instance is deactivated, billing will cease.
