Create a new vector bucket. To create a vector bucket, you must register a Volcano Engine account and have a valid TOS Vectors AccessKey ID to authenticate the request. Anonymous requests to create buckets are not allowed. Each user can create up to 100 vector buckets globally, including standard buckets. By creating a vector bucket, you become the owner of that bucket.

The endpoint must use the Region Endpoint.

Can only contain lowercase English letters (a-z), numbers (0-9), and hyphens (-); uppercase letters, underscores, Chinese characters, or other special characters are not supported. The bucket name must start and end with a lowercase letter or number and cannot begin or end with a hyphen. The name must be unique within a single account in a single region.

If the operation fails, it returns the error code defined in the Response code.
